I've been running into the same issue, getting well over the Million damage in a single shot but it isn't counting. I don't see why it would require it in a single hit, considering the Railgunner isn't about "Single target damage" but "Narrow line damage", meaning players would be more likely to read it and think "oh, 1M in a single penetration".
